Program Manager – Home Care

We are seeking a Program Manager – Home Care to lead and strengthen our Support at Home (formerly Home Care Package) services. This is a senior leadership role responsible for operational delivery, program growth, clinical oversight and service excellence.
The Opportunity
Reporting to the General Manager, you will oversee the performance, compliance and strategic growth of the Home Care program. You will provide strong leadership to Care Managers and support staff, while ensuring services remain person-centred, compliant and financially sustainable.
This role is central to shaping safe, high-quality services that enable older people to remain independent at home.
Key Responsibilities
Program Leadership & Growth
Lead and expand the Home Care program to improve client outcomes and service reach
Develop and implement growth strategies
Oversee intake processes and ensure individualised, evidence-based care planning
Strengthen the organisation’s market presence and service uptake
Quality, Clinical Governance & Compliance
Ensure compliance with Aged Care Quality Standards and relevant regulatory frameworks
Provide clinical oversight and manage program risk
Monitor performance through reporting, data analysis and quality reviews
Team Leadership
Lead recruitment, onboarding, supervision and staff development
Foster a positive, professional and improvement-focused team culture
Support workforce capability and compliance
Stakeholder Engagement
Build strong relationships with clients, families and referral partners
Collaborate internally and externally to ensure seamless service delivery
Professionally manage and resolve service matters
Operational Management
Oversee reporting, budgeting and program performance
Support efficient service coordination and workforce planning
Contribute to broader organisational initiatives
About You
ï‚·Diploma or higher qualification in Community Services or related field
ï‚·Clinical experience (qualification desirable but not essential)
ï‚·Proven experience managing aged or community care programs, ideally Support at Home/Home Care Packages
ï‚·Strong knowledge of Aged Care Quality Standards and compliance requirements
ï‚·Demonstrated business development and growth capability
ï‚·Strong leadership, communication and stakeholder engagement skills
ï‚·Analytical, organised and solutions-focused
